The UN system in organizing this conference on "Sustainable recovery and vulnerability reduction". To recover from the ravages of a mega disaster like Gujarat earthquake (in 2001), or Orissa Cyclone (November, 1999) or an epidemic like plague in Surat, or a Bhopal Gas Tragedy (in 1985) and to move on with life is important. But even more important is to recover, rebuild and reconstruct in a manner that makes us less vulnerable and better prepared to face future emergencies and mitigate their impact by minimizing loss of life and property.
