Introduction to the Institution
Balinasasayao is a small community of slash and burn farmers in the south eastern portion of the island of Negros.Approx. 30 households live within a five radius of two lakes:Balinasasayao and Danao.The lakes are surrounded by an upland forest.Farmers field are located within the forest.The community managed resources are the lakes and the forest.The average land area managed by each household is about five hectares.The volcanic soils are acidic,high in organic matter having textures that range from sandy to loam.
Rules for Management of the Institution
(a) Boundary Rules
Spatial:Lake Balinasasayao is about 100 hectares in surface area and that of lake Danao is 10 hectares.They are deep,reaching 100 metres in depth at an elevation of 850 metres.A second area commonly used for fishing is a swampy lake located 1 km northeast of Balinasasayao.It is locally known as "tanke",which is approx.1 hectare in size and is quite shallow(1-2 meters) Social: Fishing is done frequently by males and children between 9 to 16 years of age.The lake is used frequently by farmers living in nearby communities.The lake shore households have territorial rights that permits them to establish permanent fish collection devices.There is a 'first come first serve'rule -one is not supposed to disturb the fish trap of another person or place a fish trap near someone else's.The use of the tanke follows the same principle of rights used at the lake, only the nearby household can use the tanke

The farmers in Balinasasayao have a diet of corn grits,fresh fish,dried or salted fish,boiled veg and root crops.The interaction between fishing and corn production are affected by the degree to which the farmer is able to find substitute sources of protein.Labor and cash constraints affect how farmers trade off between that which they produce and purchase in the market.Since the farmers have limited amount of cash,therefore in case of increased outlays of corn,the family may fulfil there need for protein by fishing more in the lake otherwise try to balance it growing crops with higher market values

Problems Faced by Institution
If the accessibility were increased by improving the road or introducing public transportation then the residents will have difficulty excluding outside users and it would also affect the overall fish production in the lake since that would limit the resource.Under such circumstances ,fishing rights would probably become more explicitly defined and institutionalized
