innovations in public systems: who will bell the cat?

  May be not many people noticed two of the important recommendations of the 13th Finance commission ( FC). One was to create an institutional framework for systematic scouting, documentation and replication of innovations in public systems which make the impact on the lives of common people. A Centre for Innovations in Public Systems has been set up at ASCI, Hyderabad and was launched today by cabinet secretary. The analysis of innovations collected by 13FC from all the states were analysed by National Innovation Foundation to make two recommendations to mainstream the search and scaling up the innovations for improving the public systems. Second recommendation was to create a District Innovation Fund of Rs one crore in each district. Both these will hopefully make a small difference to the innovation environment in the country. Dreaming a museum of innovations and crazy creativity: where will it happen? Will children be my allies?

  After all, there are so many science parks and museum, there are also technology parks, art and culture museum every where but where is an innovation museum and that too of innovations and traditional knowledge of common people? Let me share what kind of innovation museum I am thinking about and may be it will make some files move. Some action will be hopefully triggered. Our children will get a chance to be inspired.   Convergence is not just about technology but is a combination of technology, institute and culture. Take the case of villages, where physical communication is tough vis-à-vis in the cities. But, despite distances being lesser, communication in cities is poorer than in villages. Technology is not necessary for communication. In terms of communication, technology is the word while the institute becomes the grammar. Communication within communities where modern means are absent is a study. The real problem is communication within the communities.

  JACKFRUIT or kathal is India’s most neglected fruit. Except in Panruti. This sleepy coastal taluk in Cuddalore district of Tamil Nadu is the heaven of jackfruit. It produces the best jackfruits in the country – fat, sweet and tasty. You can buy the fruit round the year. The biggest jackfruit in Panruti weighs over 70 kg which actually makes it a hot contender for the Guinness Book of Records. A Hawaiian jackfruit, at a mere 34 kg holds the title at present. By not staking a claim, Panruti is depriving itself of a world record title every year. Now this is one competition India could win hands down. But even if the record has not been bestowed on them, Panruti's farmers are not complaining. Hundreds of them are thriving by growing kathal.   On sixty third birthday of our independence, how do we decide what will be the pointers for future search for authentic discourse on the kind of development Indian society will legitimise.
